The Delivery Record Says the Same Thing
Global data centre electricity consumption reached around 415 TWh in 2024 and is set to more than double to roughly 945 TWh by 2030, according to the International Energy Agency. Capital is being committed at a pace that governance maturity has not matched.
The record for projects at this scale is not encouraging. Oxford Global Projects holds a database of more than 16,000 projects. Around 8.5 percent finish on budget and on time. Roughly 0.5 percent finish on budget, on time and with the benefits promised.
Hyperscale campuses now sit squarely in that population. Multi hundred million to multi billion euro, grid constrained, multi contractor, and commissioned against a client deadline that was fixed before the design was. Owners are building energy megaprojects and governing them like construction projects.
The Dependencies Are Load Bearing
Each discipline in this series depends on the output of at least one other to be worth anything.
Quantified schedule risk analysis is only as honest as the P6 network it runs on. Run a Monte Carlo across a schedule carrying open ends, missing logic and constraint driven dates and the P80 it returns is arithmetic, not insight.
The commissioning platform is only as complete as the asset register that defines its scope. If the tag list is eighty percent populated at L0, the CxA platform reports progress against a scope that does not yet exist.
Tag level progress is only meaningful when it feeds physical percent complete in the master schedule. Otherwise commissioning reports readiness, planning reports float, and nobody reconciles the two until the witness date.
And none of it survives a dispute, an audit or a handover without the document control regime that evidences every step.
A programme rarely fails in four places at once. It fails in one, quietly, while the other three carry the blame.
Failure Is Quiet, Not Catastrophic
The delivery record of most troubled programmes shows the same shape. Not one catastrophic failure, but one missing discipline steadily undermining three sound ones.
A perfect schedule built on an unmanaged risk landscape is fiction. A flawless risk model without commissioning readiness protects nothing. A rigorous document control regime with no link to the schedule is a filing system with a budget.
This is why it is so hard to catch in a monthly report. Every discipline reports green. The transformer risk is on the register. The schedule is baselined. The commissioning plan is issued. What nobody owns is whether those three statements are consistent with each other.
Uptime Institute's annual outage analysis makes the operational version of this point every year: most significant outages trace back to power and to human or process error, not to novel technical failure. The delivery side equivalent is that programmes are lost at the interfaces, not inside the disciplines.
Governance Lives at the Interfaces
The work that actually protects a date sits at the joins.
Asset register to CxA platform to P6, so a tag completed in the field moves a milestone rather than a spreadsheet. Risk register to schedule to contingency, so a quantified exposure triggers a drawdown decision rather than a discussion. Transmittal status to commissioning readiness, so a late vendor document is visible as a schedule threat six weeks before it becomes one.
Most programmes staff the four disciplines properly and leave the interfaces between them unowned. Four competent teams, four separate systems, four versions of percent complete, and one owner asking why the campus is not energised.
A hive holds for exactly this reason. Every cell shares its walls with its neighbours, and the structure carries load because nothing stands alone.
